Implement limitations and benefits for each pricing plan:
- Restrict the number of elections for Free, Standard, and Premium users.
- Limit the number of voters allowed per pricing plan.
- Set limits for candidate count and question count per election.
Add functionality to restrict election types (candidate-only, question-only, or both) per pricing package.
